Meaning
a.  A primary root word.
b.  To be (causative make) luminous (literally and metaphorically).

Owr   means:

1.  To become light in Genesis 44:3, "As soon as the morning was light, the men were sent away, they and their donkeys.  "

2.  Become lighted up (of daybreak).

3.  To give light in Numbers 8:2, "Say to Aaron, When you set up and light the lamps, the seven lamps shall be made to give light in front of the lampstand.".

4.  Cause light to "shine".
